SATTLEY / SIERRAVILLE AREA, Sierra County — October 29, 2026. A stretch of State Route 89 serving southern Sierra County is moving through the state project process. The California Transportation Commission approved an environmental determination on October 15, 2026 for Caltrans’ Henness Pass Capital Preventative Maintenance (CAPM) Project, according to a Notice of Determination filed October 20.

Which section of SR-89 is covered?

The official project corridor runs from the Nevada–Sierra County line, post mile 0.0, to post mile 15.2, roughly 0.2 mile north of the junction of State Routes 89 and 49, south of Sierraville. That junction is in the broader Sattley/Sierraville travel area. This is a corridor-wide project, not a construction notice for a single street in the hamlet of Sattley.

What work is planned?

The project calls for pavement preservation and repairs, replacement of 21 culvert systems, rehabilitation of 36 existing drainage systems, guardrail improvements, replacement of an existing traffic census station and a maintenance-vehicle pullout. The environmental description also references updated signs and transportation-management equipment.

Why drainage matters

Small culverts and roadside drains play an outsized role in keeping mountain roads usable during storms, snowmelt and runoff. Caltrans aims to extend pavement service life while improving drainage and roadside safety. The project is not an expansion in the number of SR-89 traffic lanes, and approval of an environmental document is not proof that a particular culvert has been replaced.

What did the October decision establish?

The October 20 filing identifies the California Transportation Commission as the approving responsible agency, notes a mitigated negative declaration and a mitigation monitoring or reporting plan, and records that the project was determined not to have a significant environmental impact after mitigation. Residents should not treat this as a real-time traffic bulletin, a confirmed construction start or a current closure notice.

How to follow road conditions
